The In-Line Receiver Volume Reducer goes in between the phone and the handset. The volume control wheel reduces the volume of the receiver in the handset below the phone's lowest setting. It doesn't amplify.
We've had many reports from Ooma users that the volume from the Ooma is too loud to bear, adding this device or our of our Telephone Line Attenuators can bring the volume down to a tolerable level.
